I have never heard it used that way, and in fact don’t see a definition on dictionary.com that suggests that use. However, I will take your word for it. I certainly don’t suggest you use that to a woman’s face when talking about her. ;)

My interpretation only, FWIW. I thought it was a novel use of the term, but can see how it might be offensive to some. As an engineer, being described as "serviceable" equates to a compliment!

Not very romantic though, and might not be the best adjective for a wedding toast describing the bride...
