Perhaps, but this administration seems to want to embrace such a thing. And if Reid has anything to do with it, he'd go nuclear option on it and pass it with a simple majority.

I think the UN thing only has to do with imports and exports of guns.

i.e. it’s going to make guns and ammunition a lot more expensive.
