Being good and being part of the problem are generally mutually exclusive. There are a few exceptions--Terrell Owens--but Jason Campbell isn't one of them.
Again, Washington has much bigger problems than Jason Campbell. Could they upgrade at QB? Sure. Should they upgrade at QB over every other position on that team? No.
