It’s Methyl Alcohol, or denatured alcohol, isn’t it? That will cause blindness. Not only that, but it's also very flammable as well — the warning is on every label: "Flammable, keep away from fire or flame." Not smart around a lot of Meth heads that know a little about basic chemistry. A bad guy only has to make a homemade distillery in his cell or a back corner of an area he works in (washateria, kitchen, etc), using WHATEVER he can get his hands on in the prison. Here's one using a bag and a rice cooker.
 Over a short time, he can collect more and more alcohol-based hand sanitizer, evaporate off the alcohol fumes, re-collect the fumes in concentrated aqueous form to create a small Molitov cocktail or certainly enough to start a fire to aid in an escape or hurt a guard.
