Let ‘em have them. Then monitor what they are saying to whom and if they are doing something illegal prosecute them and add to their sentences.

Also make mention at their parole hearings that they can't follow the rules.

Who knows, might even be able to pick up some dirt on those they are calling and prosecute them too.

I think this has the potential of being a win-win situation for society!
