Well..., our government officials, at several different levels of government and in different agencies, during the Bush Administration, have consistently told us that it is not a question of "IF" another major terrorist attack will occur -- but rather -- it is a question of "WHEN".
They have actually used the word that it's a certainty that it will happen (i.e., another major attack on the level of another 9/11 level of attack, although not the same style, as in airplanes).
Our government has been getting ready for this since the Bush Administration and they had been planning on setting up population relocation centers, during the Bush Administration, to handle the evacuation of major population areas in the event of such a major terrorist attack. That's what this is all about -- in terms of the preparations that the government has been making in these resettlement/relocation centers. It's for the event of another major terrorist attack that they say is certain. They just don't know when.
So, when you say "98% it won't happen" -- that's probably true on any given day itself -- but it's not true -- overall. In other words, it might not happen on a particular day, but it's 100% certain it will happen at some time.
