It is NOT insurrection when a people decide that the government is governing without the consent of the governed. It is NOT insurrection when citizens rise up and remove an existing government which has governed with a despots hand. As the Declaration states: But when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.
When our right and our duty becomes inevitable, only the despotic usurper would attempt to declare martial law to crush those who disagree with him.
