Blagojevich says he told Emanuel he didnt think he could do that and the House vacancy would have to be filled by special election. But Emanuel reportedly told him his lawyers thought there was a way. Never has someone been appointed to a House seat but leave it to a Chicago democrat not to even give a hint of respect for the Constitution.

If I bet on who was the stupid one in this story, my money would be on Blago not Rahm. Rahm would know that vacancies in the House of Representatives can be filled only by election, not appointment. The only reason Senate vacancies can be filled by appointment (in some states) is that the 17th Amendment permits State legislators to allow temporary appointments.

It's Blagoevich saying this. If he doesn't have something in writing or on tape or some email or some sworn testimony or some other evidence there's no reason to believe a word of it.
If he actually thought of giving the Senatorial seat to Lisa Madigan there was either a political quid pro quo involved or he was hoping to sidetrack her running against him for governor.
