There are many was to obtain a US passport without a birth certificate.
You can use "Secondary Evidence" as means to obtain. See below:

I would love to see some one nail Obama on his long form. I doubt it is gonna happen while none of the media will touch it and ppl like O’Reilly say it is hogwash. I think for Franks to make a lot of noise is brave, but he will be ripped to shreds by the media and the other side.

If he got a passport without a birth certificate, that would raise a further alarm about the location of his birth given Hawaii’s allowances in their procedures for recording births.
It may also indicate that Obama committed perjury if he lied on his application while he admits in his book that he has a birth certificate.
Even Hawaii health officials admit that they have an original birth certificate.
Wouldn’t he also have to submit a certified birth certificate for a social security card , a marriage license and a driver’s license?
I am amazed that he would let this become a significant issue, unless there were major problems with his actual birth certificate.

Hawaii also issued birth certificates under questionable circumstance. A witness could submit a statement saying a baby was born in Hawaii, and the state would or could issue a birth certificate.

As I see it, Obama's lack of honesty has always been a problem.
The FBI has to have a file on him and his Mother and probably his Father because of their Communist ties even before he became Senator or President.
CIA too for his foreign travels.

How can we trust or respect Congress if they do not raise the question and demand answers on this issue of Obama’s eligibility? How can I vote for any member of Congress if they do not have the political backbone to address this Constitutional question?
If the American President is not trusted or respected by the American people, then he becomes a tyrant and his policies will harm the United States of America.
Obama is required to prove that he is a natural born citizen and he has not done so. His advertised Selective Service registration document may be a forgery at all (which could indicate that he is not even an American citizen at all).

I think Obama is a horrible person. I would love to see the truth revealed, no matter which direction it takes. I would be very, very happy if Obama is no longer POTUS. But... with the way things are going, in the media and in the courts... we really need a plan B, just in case because this BC thing looks like a non starter.
Plan B may be Obama himself- his performance. According to Rasmussen, his approval rating is at -14.

Fukino appears to have violated state law twice.
Last October, she commented on Obama’s birth certificate by issuing an official press release that stated she had “personally seen and verified that the Hawaii State Department of Health has Sen. Obama’s original birth certificate on record in accordance with state policies and procedures.”
All politicans have some trouble with honesty, but this issue goes to obama’s personal integrity. I sense he has none.
This seems to be the standard reply by Republican Congressmen. I saw one similar from my congressman who lead the impeachment of Clinton.
I see the Republicans in Congress running away from this Constitutional issue and ask Why? No political backbone?

It’s the height of irony that Obama gained his senate seat by having the court unseal another man’s private records.
I remember that. At that time, I got WLS really well and was informed on Illinois politics. That O got that man’s divorce info unsealed was outrageously invasive. That’s the Chicago Way though, and Dr.Chicago got what he wanted.
