Looks like a Hummer. As for the vid itself. Reminds me of the military vehicles that can be seen occasionally around the Fort Lewis area up here. Strykers, Hummers, Various Miscellaneous military vehicles, etc.
Kinda odd that the guy talking says that the other truck drivers wouldn’t respond on the CB radios.
