I think that your comment sums it up best, it is a bonehead thing to do for any reason. Besides creating panic it would also be a good way to get yourself detained or even shot by a jumpy secret service agent. Really poor judgment. One supposes this guy thinks he's making some sort of RKBA statement, and I suppose he is.... but he's also feeding the flames of the "Obama's endangered by right-wing extremists" movement. It's plausibly interpreted as a threat.
