My immediate thought was that they were responding to some emergency or natural disaster. I worked on one such exercise in Turkey many moons ago.

The difference then was we sent 5 or 6 planes in at once to set up communication teams and later teams would come in 12 - 24 hours later to actually help with evacuation and medical emergencies.

This looked more like a fighter leading a bomber or cargo place. Each set of two had the same profile. Fighter in front and heavy "cargo'? plane behind.

What was your "second" thought? And what "cargo" would ever need that much protection? If that's what it was... and sets of planes? Odd.
