It wouldn’t be the first time the FBI did something like that. I have a book about the FBI which discussed a sting operation they ran in Florida against drug dealers from South America.

They set up a storefront that rented “untraceable” cellphones, specializing in the South American marketplace. Over time it proved very popular with swarthy gentlemen from Colombia having a need for portable, untraceable communication.

As always, timing was everything. Arrests were made and convictions entered.
