The Constitutions of the US and of Hawaii require all state officials to take an oath to support the US Constitution (and that of Hawaii). That would include Dr. Fukino. (Art XVI Section 4 Hawaii Constitution, Art. VI US Constitution). the Oath for officials of Hawaii is specified in the state Constitution as follows:

"I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States, and the Constitution of the State of Hawaii, and that I will faithfully discharge my duties as ........................ to best of my ability."
