They probably picked it because it's small. It's very pretty, but what's to stop people from going there once the state closes it?

"How will we be able to keep the hair of the sea kitten off when we are cooking the sea kitten?" If the kitten is properly filleted that shouldn't be a problem. Full grown catfish can be skinned.

I believe the State Constitution retains for the people, the right to fish ocean waters except when it is for species protection.
Could have come from a time when people in Europe were precluded from fishing (such as Ireland) even when they were starving.
