You've nailed the problem! He has been shown to be a perjurer and has posted a forgery on the Internet. Regardless of whether he would now come forward with a 'long form BC' from Hawaii, he cannot be trusted so all other aspects of his carefully and meticulously hidden life need to be reviewed to sort out his deceits.
Which reminds me: is it a felony to state you are a foreign student in order to obtain scholarship funds and such?

“F” Yes! It is a felony to defraud anyone. Harm would have come from someone not getting that slot and he would obtained admission using bogus information to get a loan.
Now, if he did this across state lines? That makes it worse. Now we are talking wire fraud and whole of other laws that would have broken under Interstate Commerce Clause.
There won’t be Santa Claus for him when it comes out
