    Those of us in Alaska recognize this stuff. It’s the accumulation of smears and scandal published in the Daily News which was allowed to float out to sea so as not to stink up Cook Inlet.

    I'm no marine biologist, but the up-close picture sure looks like string algae to me - a scuba diver of 35 years. 
 Much like the great lakes, especially Erie, will experience tremendous and expansive algae blooms near the Ohio shore, I'd bet this is just a bloom of string algae in the North Pacific.
