Fly the future shuttle tanks into orbit. The ecess fuel coud be used to carry these tanks to the lunar surface where they can become the rudimentary shelters for Clarke Base!

Here is my idea, If you can get to the moon you own part of the moon.

Private ownership rights and a bit if a tax writeoff.
