Does anyone know how to contact Chinese and Russian law enforcement?

Are you talking federal or local? Are you in country or not? If in country, just go to a police station for local help. If federal, why not try the embassy?

I’m not in China. I could try the embassy, but I am completely unsure of how to handle that. The reason I’m interested is because I keep getting these scam messages and I thought it would be a great opportunity for me to get experience in law enforcement.

I tried with my local police station and sheriff’s dept., but they brushed me off with the statement that they weren’t taking volunteers and that they don’t do stuff like that. Maybe I’ll try the Secret Service.

Why not just go to school and learn what you need to know, or join the military.
