Can't - sovereign immunity. However, I would make sure I got the officer's name and maybe a picture and publish them far and wide - local paper and tv news, web sites, etc. I'd be sure I shamed him publicly - a police officer who couldn't handle a family pet without killing him.
You'd come to regret that. One night, on your way home from work, a cop would pull you over and direct you to proceed to a nearby darkened parking lot. Two more cop cruisers would then pull in around your car, blocking you in, and screening you from both the view of passing traffic and of any nearby survellance cameras. They would then teach you what happens to loudmouths who don't know when to shut up.

Municipalities are sued, and lose all the time. That is why they have to purchase liability insurance.
While municipalities and townships do enjoy some very limited immunity against some claims, they actually are sued quite often. If fact, it's not unheard of to have small townships go belly-up because they've lost civil suits with huge damage claims.
I'm guessing that the city of Blue Ash, OH has already contacted their lawyers and insurance company, with good reason.
