A "Certificate of Live Birth" is a different document than a "Certification of Live Birth." The former is commonly known as a birth certificate or BC. The latter is what is commonly referred to as a COLB and what has been shown on the internet for 0bama. The problem being (apart from Polarik showing that it was created out of whole cloth) that a Certification of Live Birth in Hawaii can be issued for babies not born in Hawaii.
