CALIFORNIA BROKE BUT LEGISLATURE HAS 20 PAGES OF BILLS PENDING BUDGETARY APPROPRIATION

According to newspapers California will be broke in two months. This isn't stopping the California legislature from spending like drunken sailors. The California State Assembly Appropriations Committee has some 20 pages of bills pending budgetary appropriation.
