In Viet Nam the dogs in the villages are vegetarians. They are raised on rice and smacked down instantly if they show untoward interest in the chickens that run loose everywhere. Dogs are not carnivores. They, like people, are omnivores and can eat most anything.

Indeed...rats, pigs, bears, humans and dogs are omnivorous and if conditioned as you describe will eat only what they're taught to eat. My suspicion, though, just like the cartoon Che, they will revert to omnivory at their first chance.
