I guess it depends on how much? It's not uncommon, even today, for family members to get a lock of hair of the departed. I know my Mom and sisters have locks of hair from each of my Grandmothers.

Now, if he makes a wig out of it....

They proably mean when she lost her hair to chemotherapy. My husband kept a lock of mine. I don’t know if he still has it tucked away - I have enough for three women now :-)
