Councilman Arthur L. Dowdell removed a handful of Confederate flags from grave sites at the cemetery

That constitutes theft of private property. There should be a warrant out for his arrest.

Couldn't the case be made that he desecrated the grave? I imagine the penalty would be higher.

It's not stealing if you are diverse, if you are offended, or if you are on the side of political correctness. Councilman Arthur L. Dowdell wins by default, and there may soon be a warrant for the arrest of the criminals guilty of hate speech by placing the flags.
