Fact of life some people can't afford to hire a vet to cure an animal let alone to pay to have one put down. While I would have preferred that he used a gun he might not have had one. I don't know if the ASPCA would have taken the horse or not. While it is against the law to sell horse meat I don't think it is against the law to have one slaughtered for your own use.

IIRC, all horse slaughterhouses in the US have been outlawed.
