Games count, not total runs. You have to win states, not necessarily total PV. Scoring runs certainly helps win the games, but better to portion them and win a lot of close games versus winning a few blowouts. The Founders understand the value of that for political cohesion of a diverse and geographically dispersed federal Republic.
