What’s that have to do with anything? That flashing has nothing has nothing to do with the speed of light and everything to do with how the human eye works.
You seem to have some technical insight. The speed of light not being constant is intriguing to me. When God said “Let there be light” I don't think it traveled at 186000 miles per second.
