I think it’s pretty obvious, that in a situation where things can happen in a few seconds, the clearance to use deadly force has to be obtained prior to the situation occurring. So no, they didn’t call and get permission at that split second.

STANDING ORDERS allow the use of deadly force to protect life.
It would take an order, from the top, to rescind the standing orders or SOP.

Read the article. Bozo didn't give the order, ever. The order to take out the terrorists if the hostage is in danger is a standing order and one Bozo probably was not aware of. The Captain of the Bainbridge acted on his own authority and of course the left is trying to make it appear Bozo ordered it.

If Bozo authorized force then why did he send in the FBI to negotiate and make noises about arresting them and putting them on trial? The answer is, he didn't authorize the shootings or any use of force because he thought we could talk them to death.
