Based solely on the context of the heading, I'd disagree. The "we" in your context points to individuals. The use of the term "nation" makes that erroneous. The proper read would be that he's speaking for all Americans, which, of course, is absurd. America was founded as a Christian nation and nothing has happened to change that.
