Of course not, he would have brought the rifle to the tower regardless of the law.
The only thing that changes is honest citizens now have no opportunity to defend themselves
Just before Texas made it legal to carry, there was a woman at a LUBY’s cafeteria in Waco, where a shooter started randomly shooting one day......She stated to the newspapers that she could have stopped him, but her gun was in her car, because it was not legal for her to carry.......

I currently attend UT Austin for graduate school; there are a large number of graduate students with CHLs here that are hoping this law passes.
