Genetics. Same with diabetes and a bunch of other problems.

Maybe. Can a study really isolate the lifestyle factors sufficiently to demonstrate a genetic disposition?

Maybe not, but I have it, my dad has it, and so does his brother. Luckily, we also seem to recover from it rather well.

LOL! Sorry, sorry. - Yes. ;)

It is long time and well established anatomical and medical fact that genetically, blacks store less fat sub-Q and more fat inter- abdominal.

Inter-abdominal fat, as opposed to carcass fat and/or sub-Q, is a primary cause of high blood pressure and all of the medical conditions associated with it.
