My point is that my being new here does not diminish the BS quotient of your post. Not one bit.
To accomplish what your post thinks is happening would require a formal treaty between the US & China and then the full Senate would have to approve it, which will never happen unless 2/3 of our Senators suddenly decide that they'd like to end their political careers.
Once again, you need to do more reading.
First of all, I'm truly delighted to see you as a young person here at FR. I have two very sharp teen-age daughters who hang out here and are just as committed to turning this mess around whom you may wish to know: NattieShea and PowerBaby.
There are a lot of people here who are amazingly knowledgeable, albeit they don't suffer challenges lightly. It can get a little rough if you step on toes without properly armored feet, so it is in your interest to enjoy this great opportunity to learn with respect and humility.

Per Article 2, Section II, Clause 2 of the Constitution for the United States, it doesn't take 2/3 of the Senate to ratify a treaty; it takes 2/3 of "Senators present."
