Lincoln was addressing a war, not a civil disturbance.

So what, exactly, is the difference?

According to King George III, our Revolution was a civil disurbance. In fact MOST rebellions start out as civil disturbances.

We wer discussing the use of U.S. Army troops against U.S. citizens on U.S. soil. Since Linoln NEVER recognized the southern states' right to secede, then as far as he was concerned, he was using U.S. Army troops against U.S. citizens (albeit in "rebellion') on U.S. soil.

He also suspended habeas corpus a nice legal precedent for a PUS (President, United States) who fancies himself as a Modern Lincoln...
