Because private business that compete through contracts could provide better service, at lower cost, than federal workers, of course. You're exactly right this new CIO will try to grow the federal workforce instead, Obama already announced it for the IRS:

Good now maybe the mistake of the FDCC will be reversed and those users who are going to be afflicted with Vista (which is what the FDCC really is) will be stopped until Microsuck comes up with something that actually WORKS.
