No - they are just withholding 13$ less a week. Your tax liability will remain the same AND they will have withheld less money so more folks will owe.
And if you are married, both will have their withholdings reduced meaning you have an even better chance that you will owe....
I am getting a little too much back for last year and was planning on changing my withholdings.... I think I will wait and see what happens....
