An Amber Alert has been issued for 1-year-old female Yuvia Cortez. The suspect is 30-year-old male Alejandro Cortez.

There is a big difference between some deviant snatching a child off of the street and a parent taking his kid without legal authority. In this case, I think this is an abuse of the Amber Alert system.
