This article gives me the idea to look into legislation for oversight of SWAT activities in Northern Virginia. In Fairfax County a SWAT team killed an unarmed man in his front yard near my house. This link gives the details:

Okay, one of the articles mentions the mayor I remembered having his dogs shot, there was yet another case in Maryland last year earily similar to this story, down to wife and child watching TV, burst through door, shoot dog... nothing there... sounds to me like something is unusually wrong in Maryland.
