That is the passenger, the pilot sits in the back in a J3. If that were the pilot, the CG would be WAY out of the forward envelope.

1/ You can fly a J-3 from either seat. Flown solo, the pilot sits in the front seat (the aircraft is placarded “solo from front seat only”). Dual - the instructor sits in the back . 2/ That guy was an airshow performer in the ‘50s (how long since you’ve seen ‘NC’ in 24” letters on a wing?); the size of the elevator on a Cub is more than sufficient to correct for the forward CG.
