If you look at the ladies in the National Cathedral (including Mrs. Biden and Hillary Clintion), they are wearing suits.

I don't see anything inappropriate in a woman wearing a dress in this type of setting. A suit would have been fine, too, but not required, IMO.

A dress is fine for any old lady,,,but the first lady has to dress better, a suit or a long jacket, less skin.
