I'm not sure if you have another point (bureaucracy run amok?), but this is, in fact, a law.

From Wikipedia (as unreliable source as that may be): “The Consumer Product Safety Improvement Act of 2008 is a US law signed on August 14, 2008 by President George W. Bush. The legislative bill was known as HR 4040, sponsored by Congressman Bobby Rush”

ok but what does it say? The critters didn't read the bill when they passed it, our leader didn't read the bill when he signed it. Has anyone read it that clothes for kids must be tested? My inclination is that this is bureaucratic interpretation but am willing to be proven wrong.
