You dont (or at least did not) become a CO without being vetted pretty well before hand.
That's what I used to think...until our XO, who was deemed unfit for command by three different COs, still got a boat (he had relatives higher up). That was the single most influential event which convinced me it was time to get out.
I have seen COs removed for bad crew morale...
