Her (illegally revoked) permit would apply only to the ability to carry concealed. there is no open carry permit in any state in the union that I’m aware of.

No open carry permits as such, perhaps. But there are a number of states where carrying openly is severely limited unless one has a permit. Minnesota is one. There permit is a permit to carry a handgun, and covers both open and concealed carry.
