Exactly. The article stated that the parents did not understand that the children needed help because of language and cultural differences. Ah, the old cultural equivocation meme. One culture is as good as another and one is not to be preferred over the other. Preferring one over the other would be discriminatory. I am not sure precisely what culture we are talking about in this case. I suppose the feral, kitten-killing, ignorant parent culture.

I honestly don't really want to think about what my state of mind would be if I came across a situation such as this. The age of the offenders wouldn't matter.

I just got back from the animal shelter that I volunteer at and read this article. I would probably choke slam the little bastards. Anyone who abuses animals doesn't deserve to continue breathing IMO.

The signs of being a psychopath can appear that young. What they need to find out is that if, like the Columbine killers, we are looking at one psychopath and a normal kid along for the ride, two psychopaths, or if neither are psychopaths and something else is going on here.
