Outdated law. Get rid of it. Being young should not be a get out of jail free card. Take it on a case by case basis. If they know better, they should be charged. They’d just be charged as juveniles anyway.

First a kitten, then someone’s dog, then a small child - all killers have a starting point in their careers. Society, to protect itself, must catch them when they are young to stop it from escalating.
Torturing and killing a creature small and defensless is just the first step.
I have cats. Couldn’t manage a farm without them or the guard dogs.

Killing a kitten is an absolutely horrible crime that must be punished severely. It is too bad that these kids are not doctors. At least then they could kill any number of human fetuses with impunity. In fact, this would be a very profitable business for them and make them wealthy.

Well here ‘s a thought...take those rug rats out and toss a few rocks at their legs and see how they think this feels. Maybe a lesson such as this will make an impact on em..then send em south.

No, cats are priceless. Not worthless.
Dogs are worthless. All they do is lie about, lick their genitals and eat their own waste. They won’t even guard your house without substantial investment in training - and sometimes not even then.
