Since when does the SG speak for the DNC? He could speak for the FEC and possibly even Obama being a gov’t employee, but the DNC is neither a federal agency nor are they federal employees.

I believe all this means is that the SG’s office is representing the FEC, not necessarily that they are representing all of the respondents. In that case, it doesn’t look like Obama or the DNC have filed anything with the SCOTUS in this case, so they wouldn’t have an attorney listed.
