I think people are corrupt enough to DESIRE to do this sort of conspiracy. However, conspiracy crumbles when it depends on thousands of people to keep quiet.

Given radio tracking technology availabe at the time and the Sov's high level of interest in tracking our space flights, there had to be hundreds of people in the USSR who could have busted a fake moon mission in nothing flat, won themselves Hero of The Soviet Union and helped their country win the biggest propaganda coup in history.
