No, hair has the same natural break in the temple area when it is gathered back into a ponytail, and the ear (from what I can see in that poor photo) is similar but the way the hair falls after the band doesn't look as thick.

The girl/lady in the photo would have hair hanging down almost to her waist if it wasn't in a pony tail, and very thick all the way down. Hairpiece? Possible. Was Cindy's hair ever that long, esp in 2006? Doesn't look that long in your photo but good for comparison with the swept-back look.

It's not that big a deal to me what she did one way or the other. I did have to overlook his divorce and remarriage to Cindy, yes I did, and came late on board to even support him, but he is an old man, and the rest gets too personal to speculate.
