I dunno - it would depend on what parts you are ordering and the make-up of the firearm. I believe if you have a less than 10rd mag, non-collapsing stock, no bayonet lug, no flash suppressor, and no grenade launcher (i.e. just a pistol-grip rifle), then you are okay. That is only NY State though, no idea about what rules NYC has.
