Probably not, but that raises another concern.
When I first read this, I thought, you know, it wouldn't hurt to have everyone spend a week at the local mission feeding the homeless. It could make us thankful for what we have and be a motivator.
However, instead of serving at the local Christian mission that meets both physcial and spiritual needs, they would route the effort to some secular outfit that only meets physical needs. And in the process actually hurt the Christian ministry. It'd be just like United Way. All Secular all the time.
Hey, Boy Scout Master wouldn't work, but I bet you could serve your time for Planned Parenthood encouraging abortions or filling out voter registration cards from the phone book for ACORN.
There are plenty here on FR (myself included) who, out of their own free will, donate copious amounts of of money and time to charities. We're all the better for it, IMHO.
However, when "encouraged" to do so by the gov't, likely at the point of a sword, I think that such contributions would dry up quickly. Mention the words "United Way" here on FR, for instance, and see what responses are received.
Of all the things Obama wants to implement, I think that this single article scares me the most. Worst yet, IMHO it will be "For the Children" and destined to pass.
